The regular monthly meeting of the Town of Concord was called to order by Ted Mueller, Chairman, with Kim Herro, Lloyd Zastrow, Jim Zastrow and Brian Neumann present. Ted led the assembly in the Pledge of Allegiance.

 

Brian Neumann certified that the meeting had been properly posted. There was a motion by Kim Herro and seconded by Lloyd Zastrow to accept the agenda as presented.

Mark Gross, County Board Supervisor, provided a verbal update from the County to the Board.

 

Brian Neumann read the minutes from the January Board Meetings.  There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the minutes as read.     Affirmative: TM, KH, LZ            Opposed: None       Motion Carried

 

There was a motion by Ted Mueller and seconded by Lloyd Zastrow to approve the request by Bill Ingersoll to rezone from A-1 to A-3 to create a 1-acre farm consolidation lot around the house at W1281 Sunnyside Dr. parcel # 006-0716-2733-000. Affirmative: TM, KH, LZ        Opposed: None           Motion Carried

 

The Planning Commission presented changes to the Board on chapter 12. There were no changes recommended to 13, 14 and 16.

 

Jim Zastrow presented his written report that stated there is a balance of -$2,147.36 in the General Fund, $1,323,680.07 in the Money Market Account, $2,512.91 in the Equipment Fund, and $123,909.55 in the Highway Reserve. 

 

There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the Treasurer’s Report as read.     Affirmative: TM, KH, LZ        Opposed: None           Motion Carried 

 

There was a motion by Kim Herro and seconded by Lloyd Zastrow to pay the bills presented.                Affirmative: TM, KH, LZ            Opposed: None           Motion Carried

 

DuWayne Hunt, highway foreman, gave verbal report to the board. 

 

There was general discussion around the WI Towns Association upcoming district meetings that includes BOR training. The board felt three members should attend the training in March.

 

The Town Board presented their findings on Speed Limits post road inspection. The Board passed this information onto the Planning Commission to include in their ordinance updates.

 

There was a motion made by Kim Herro and seconded by Lloyd Zastrow to table the website proposal until next month to have a chance to consult with the company on questions and concerns.

There was a motion made by Lloyd Zastrow and seconded by Kim Herro to approve the operators license for Kelly Ann Leibfried.  Affirmative: TM, KH, LZ                    Opposed: None           Motion Carried
