The regular monthly meeting of the Town of Concord was called to order by Ted Mueller, Chairman, with Kim Herro, Lloyd Zastrow, Jim Zastrow and Brian Neumann present. Ted led the assembly in the Pledge of Allegiance.
Brian Neumann certified that the meeting had been properly posted. There was a motion by Kim Herro and seconded by Lloyd Zastrow to accept the agenda as presented. Affirmative: TM, KH, LZ Opposed: None Motion Carried
Brian Neumann read the minutes from the March Board Meeting. There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the minutes as read. Affirmative: TM, KH, LZ Opposed: None Motion Carried
There was a motion by Kim Herro and seconded by Lloyd Zastrow to deny Jefferson County Solar Ordinance. The Town supports a resolution on this topic but is asking the County to improve the ordinance based upon some suggestions. Affirmative: LZ, KH Opposed: None Abstained: TM Motion Carried
Jim Zastrow presented his written report that stated there is a balance of $10,291.79 in the General Fund, $142,701.17 in the Money Market Account, $2,514.94 in the Equipment Fund, and $125,392.43 in the Highway Reserve.
There was a motion by Lloyd Zastrow and seconded by Kim Herro to accept the Treasurer’s Report as read. Affirmative: TM, KH, LZ Opposed: None Motion Carried
There was a motion by Ted Mueller and seconded by Kim Herro to pay the bills presented. Affirmative: TM, KH, LZ Opposed: None Motion Carried
DuWayne Hunt, highway foreman, gave verbal report to the board.
There was general discussion around the Town’s website. Dale Konle has developed a beta site to demonstrate some changes that could be done. Dale also hinted that it is time to look to migrate the town website responsibilities.
Ted Mueller thanked Jim Gilbert and Kim Miller for their years of service on the planning committee. Jim has asked to not renew his spot on the committee. Kim Miller has resigned with her being elected as a supervisor to continue to hold the checks and balances the committee brings. Ted appointed Dale Konle and Duwayne Hunt to fill the two openings on the board. Lloyd Zastrow and Kim Herro supported these nominations.
With no further business, Lloyd Zastrow thanked the township for allowing him to serve for the past 50 years followed by one final motion to adjourn and seconded by Kim Herro.
