The regular monthly meeting of the Concord Town Board was held on October 14, 2025, at 7:00 p.m. at the Concord Community Center. Chairman Ted Mueller called the meeting to order and led the Pledge of Allegiance. Clerk Brian Neumann confirmed compliance with the Open Meeting Law.

The agenda was approved on a motion by Kim Herro and seconded by Kim Miller.

No representatives from the Fire Chiefs, Sheriff’s Department, or County Supervisor were present. 

Minutes from the previous meeting were read by Clerk Brian Neumann and approved on a motion by Ted Mueller, seconded by Kim Herro. 

Under zoning matters, Joseph and Marissa Rogers requested to rezone two acres from A-1 to N and combine with Lot 1 (CSM 6167) to create a five-acre lot at W2336 Bakertown Drive. The motion was made by Ted Mueller and seconded by Kim Miller and carried. The board reviewed the parking ordinance and agreed to make adjustments for the next meeting. Annexation concerns were discussed, and a motion was passed to hire Stafford Rosenbaum for a cost not to exceed $2,000 to present at the November 19 Planning Meeting.

Treasurer Jim Zastrow presented the financial report: General Fund $17,272.59, Money Market $206,550.07, Equipment Fund $2,521.25, and Reserve Fund $127,803.77. The report was approved on a motion by Ted Mueller, seconded by Kim Herro. 

Payment of bills was approved on a motion by Kim Miller, seconded by Kim Herro. 

Highway Foreman DuWayne Hunt gave his verbal report. 

Correspondence included an ADU draft from Jefferson County, which was tabled for Planning Commission review.

Old business included discussion of properties in violation of Ordinance 9.09, review of 2026 fire contracts with voting scheduled for next month, and an update on the Boat House claim against the Town of Concord. Kim Miller reported that the attorney has filed a motion to dismiss. 

New business included a motion to survey the Norwegian Cemetery, which was approved on a motion by Ted Mueller and seconded by Kim Miller. A new operator’s license for Concord Inn was approved on a motion by Ted Mueller, seconded by Kim Herro. The budget planning meeting was scheduled for October 23 at 7:00 p.m. 

The meeting adjourned on a motion by Ted Mueller, seconded by Kim Herro. The next board meeting will be held on Monday, November 10.
