The regular monthly meeting of the Concord Town Board was called to order by Chairman Ted Mueller at 7:00 PM. He led the assembly in the Pledge of Allegiance. Roll call was taken, and the following members were present: Chairman Ted Mueller, Supervisors Kim Miller and Kim Herro, Treasurer Jim Zastrow, and Clerk Brian Neumann. Clerk Neumann confirmed compliance with the Open Meeting Law.
The agenda was approved on a motion by Kim Miller, seconded by Kim Herro. County Supervisor Mark Grosse provided a verbal report, and Ixonia Fire Department Interim Chief Calvin Sauer also gave a verbal update. The minutes of the previous meeting were read by Clerk Neumann and approved on a motion by Ted Mueller, seconded by Kim Herro.
Under zoning matters, Planning Commission gave an update on the presentation by Paul Mauer from Tall Pines. His presentation was on land trusts. The Board discussed the proposed Jefferson County zoning amendment to allow Accessory Dwelling Units (ADUs). A motion to deny the amendment was made by Ted Mueller and seconded by Kim Herro. Discussion also took place regarding the Parking Ordinance section, which will be posted and considered for approval at the next meeting.
Treasurer Jim Zastrow presented the Treasurer’s Report, showing a General Fund balance of $19,887.60, a Money Market balance of $121,286.47, an Equipment Fund balance of $2,522.32, and a Reserve Fund balance of $127,803.78. The report was approved on a motion by Ted Mueller, seconded by Kim Herro. Clerk Neumann presented the bills for payment, which were approved on a motion by Ted Mueller, seconded by Kim Herro.
Highway Foreman DuWayne Hunt provided a verbal update.
Under old business, the Board discussed properties in violation of Town Ordinance 9.09 and agreed to have the town attorney draft a formal letter. The Board approved three-year fire contracts with Ixonia and Sullivan Fire Departments on a motion by Ted Mueller, seconded by Kim Herro. Supervisor Miller reported that oral arguments for the Boat House claim against the Town of Concord are scheduled for November 19, 2025, at 1:30 PM. Cemetery management was also discussed.
In new business, the Board decided to have Radke Appliance service the community center stoves rather than purchase new ones. A motion to purchase a new chainsaw from Big Jim’s Small Engine Service for $1,875.98 was made by Ted Mueller and seconded by Kim Herro. The motion carried.
The meeting was adjourned on a motion by Ted Mueller, seconded by Kim Herro. The next regular board meeting will be held on Monday, December 8, 2025, and the Budget Hearing is scheduled for Monday, November 17, 2025, at 7:00 PM.
