The book closing meeting of the Concord Town Board was held on Monday, December 29, 2025, at 7:00 p.m. at the Concord Community Center. Chairman Ted Mueller called the meeting to order, and the Pledge of Allegiance was led by Chairman Mueller. Roll call confirmed the presence of Chairman Ted Mueller, Supervisors Kim Miller and Kim Herro, Treasurer Jim Zastrow, and Clerk Brian Neumann. Clerk Neumann certified compliance with the Open Meeting Law.
The agenda for the meeting was approved following a motion by Supervisor Kim Herro and a second by Supervisor Kim Miller. The board then reviewed the budget report, which indicated expected revenue of $769,861.25 and expected expenses of $768,187.30.
Treasurer Jim Zastrow presented the financial report as follows: General Fund, $4,570.43; Money Market, $133,354.46; Equipment Fund, $2,524.51; and Reserve Fund, $129,013.67. The report was approved on a motion by Chairman Mueller and seconded by Supervisor Herro. Payment of bills was also approved on a motion by Chairman Mueller and seconded by Supervisor Miller.
Under old business, the board discussed the purchase of a new truck. There were five current vehicles that were reviewed. A motion was made by Supervisor Kim Herro to purchase a 2024 F450 Diesel for a cost not to exceed $96,856 using financing from the Board of Commissioners of Public Land. The motion was seconded by Supervisor Kim Miller and approved.
Under new business, the board addressed transferring funds. A motion was made by Chairman Ted Mueller to pull $43,000 from the reserve fund to cover truck expenses in the 2026 budget. The board agreed to amend the 2026 budget to include the truck expenses and the revenue from the reserve fund. The motion was seconded by Supervisor Kim Miller and approved.
The meeting was adjourned following a motion by Chairman Mueller and a second by Supervisor Herro. The next regular board meeting is scheduled for Monday, January 12, 2026.
