TOWN OF CONCORD PLAN COMMISSION MINUTES
September 24, 2025
The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Dave Wegner, and Dale Konle, present. Duwayne Hunt and Tony Metzger were absent. Town chair Ted Mueller and Town supervisor Kim Miller were also present.
Sally Williams stated that the meeting had been properly posted.
Dave Wegner made a motion to approve the minutes from the July 23, 2025 meeting, second by Dale Konle. All approved. Motion passed.
Item 1: Joseph and Marissa Rogers (represented by John Kannard) requested review and approval of a preliminary CSM to rezone 2.0 acres from A-1 to N and combine with Lot 1 (CSM 6167) creating a total 5-acre lot at W2336 Bakertown Dr., pins 006-0716-3024-000 & 006-0716-3024-002. The 2 acres is very low and too wet to till. According to the county GIS the area is designated as “wetlands under 2 acres.” Mr. Kannard presented a picture of the area under water after a rain. Sally Williams made a motion to recommend approval of the rezone second by Dale Konle. All approved. Motion passed.
Item 2: Discussion of the Town Parking Ordinance
Section 7.03(1) of the Town ordinances dealing with parking currently reads: “No person shall park a vehicle for longer than 2 hours between the hours of 2 a.m. and 6 a.m. on any street, road or highway in the Town.” The town does not enforce this and would like to rewrite this section to reflect what the town would enforce.
After discussion section 7.03(1) was amended to read:
“NO PARKING ON CERTAIN ROADS
(a) No parking for over 48 hours on Concord Center Dr. from CTH F to Country View Lane.
(b) No parking on Inlynd Dr.
(c) No parking of unregistered vehicles on any town road.
(d) The Town Board reserves the right to restrict parking on any town roads for snow emergencies and special events.”
Dale Konle made a motion to present this new wording to the town board, second by Sally Williams, all approved. Motion passed.
The Next Plan Commission meeting with be the 5th Wednesday of October, Oct. 29.
