TOWN OF CONCORD PLAN COMMISSION MINUTES

November 27, 2024

The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, Tony Metzger, and Dave Wegner present. was absent.

Sally Williams stated that the meeting had been properly posted.

Jim Gilbert made a motion to approve the minutes from the October 23 meeting, second by Tony Metzger. All approved. Motion passed.

Item 1: Discussion of Town Ordinances Ch. 12 Licenses and Permits

The fee for part time malted beverage license was updated to agree with Wis stats. 125.26(5). Current fee was 75% of annual fee. State statutes indicate it should be 50% of annual fee.

12.03(3)(d)- wording was deleted to reflect a change in statutes regarding Class B liquor licenses (125.51(3)(a))
which now allows sale of liquor not in original container if the licensee seals the container with a tamper evident seal. Wine can be sold in any quantity in the original containers with a class B license. The Town Board can elect by ordinance to operate under Wis. Stats 125.51(3)(b) and allow the sale of liquor in its original containers also.

12.03(10) was changed so that the operating hours of establishments for which a wholesale or retail liquor or fermented malt beverage license has been issued follow what is defined by Wis. Stats. 125.68(4). This change was made in July of 2022 but the ordinance was never updated.

12.05 Rabies Control Ordinance. This section was deleted and a notation was made that rabies control in the town will be regulated by the Jefferson County Rabies Control Ordinance and by state statutes.

New business: There will be no December meeting as it would land on Dec. 25

With no further business Sally Williams made a motion to adjourn, second by Kim Miller. Meeting adjourned at 8:11 p.m.
