TOWN OF CONCORD PLAN COMMISSION MINUTES
May 28, 2025
The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Tony Metzger, Dave Wegner, Dale Konle, and Duwayne Hunt present. Town chair Ted Mueller and Town supervisor Kim Miller were also present.
Sally Williams stated that the meeting had been properly posted.
Tony Metzger made a motion to approve the minutes from the April 23, 2025 meeting, second by Dale Konle. All approved. Motion passed.
Item 1: Nick Walter of Newdews LLC requested a conditional use permit to allow for an additional storage facility for contractor equipment and materials in an A-2 zone at W332 Delafield Rd, parcel 006-0716-1331-000. New construction is for an existing business on the site – Insulation Industries Incorporated. Building will be 60’ x 160’. Cold storage only – no heat, water, or sanitary facilities. There will be electricity. Driveway and parking area will be widened and extended to the new building. The pond on the property will be drawn down to accommodate additional runoff from new construction. Sally Williams made a motion to recommend approval of the Conditional Use Permit as presented, second by Duwayne Hunt. All approved. Motion passed.
Item 3: Discussion of Town Ordinances Ch. 18.1 Impact Fees
No action taken. Plan Commission needs direction from the Town Board and a copy of the Public Facility Needs Assessment and Impact Fee Analysis Final Report dated September 10, 2007, prepared by Bender, Levi and Associates to support passage of the original ordinance.
Item 4: Discussion of Town Ordinances Ch. 24 Administrative Review
This chapter follows the wording of the state statutes which govern a municipality’s administrative review procedures. The Plan Commission recommends that the text of the chapter be deleted and that this chapter simply contain a reference that any administrative review will follow procedures outlined in Wis. Stats. 68.01 - 68.14. Sally Williams made a motion to pass Ch. 24 on to the Town Board with reference to state statutes. Second by Tony Metzger. All approved. Motion passed.
Item 5: Discussion of annexation
There was brief discussion of the potential for annexation of land in Concord by the City of Oconomowoc. Ideas included planned development in that area, purchase of development rights, and incorporating as a village if possible. Ted Mueller will contact the Town’s Association to see if they have any information or advice which may help. Members will research and come with ideas for the June meeting.
With no further business Dale Konle made a motion to adjourn, second by Tony Metzger. Meeting adjourned at 8:25 p.m.
