TOWN OF CONCORD PLAN COMMISSION MINUTES
May 27, 2026
The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Dave Wegner, Dale Konle, Duwayne Hunt, and Tony Metzger present. Town Chair Ted Mueller and Town Supervisor Kim Miller were also present.
Sally Williams stated that the meeting had been properly posted.
Tony Metzger made a motion to approve the minutes from the March 24, 2026 meeting, second by Duwayne Hunt. All approved. Motion passed.
Item 1: Andrew Woods presented a preliminary CSM to rezone 1.621 acres from A-2 to A-3 to create a residential lot around an existing home on parcel 006-0716-0832-002 at W2054 Church Dr. and to move the north lot line to the north approximately 106 feet. This would create an approximately 2.3-acre A-3 lot. The lot was originally rezoned to A-3 as a farm consolidation in 1998. It was rezoned again in 2011 to A-2 for business purposes. Rezoning to A-3 will not create a new lot split. Sally Williams made a motion to recommend approval of the petition as presented, seconded by Dale Konle. All approved. Motion passed.
Item 2: Discussion of Town weight limit ordinance. A seasonal town road weight limit ordinance was discussed using the model available through https://docs.legis.wisconsin.gov/statutes/townlaw/toc. Weight limit of 6 tons will be seasonal and in effect when posted. Exceptions will include vehicles transporting septic waste; public utility, telecommunication, and coop vehicles; farm vehicles; garbage trucks; and vehicles delivering goods to local businesses. Town board may issue written permission for other exceptions. Sally will write this up for inclusion in the code of ordinances Ch. 7 Traffic for review by the town board.
New business: Kim Miller presented information she received from the Lake Country Municipal Court. They would use our ordinances and penalties as a basis for any citations we issue that go to court. The town would need a lawyer if anything goes to court. They receive court costs of $25/ case. If the town has no or very few citations issued per year, there would be a $300 annual fee. The town would call for a court date when a citation is issued. The judge is elected by the participating municipalities every four years. Kim was not sure if they would accept another municipality. She will continue research to determine whether the municipal court or the Jefferson County circuit court would work better to handle town citations.
There was general consensus the ordinances should be reviewed and any that are unnecessary be deleted and that the town have an attorney review our revised ordinances and assist with establishing penalties.
Dale Konle made a motion to adjourn. Second by Sally Williams, Meeting adjourned at 7:43 pm.
