TOWN OF CONCORD PLAN COMMISSION MINUTES
March 27, 2024
The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, and Dave Wegner present. Lloyd Zastrow was absent.
Dave Wegner made a motion for Sally to act as chair in the absence of Lloyd, second by Kim Miller. Motion passed.
Sally Williams stated that the meeting had been properly posted.
Jim Gilbert made a motion to approve the minutes from February 28, 2024 meeting, second by Dave Wegner. All approved. Motion passed.
Item 1: Kiley Groose (represented by Lisa Groose) requested review and approval of a preliminary CSM to create a 1-acre A-3 lot from a 41.07-acre parent parcel just west of W689 Concord Center Dr. (pin 006-0716-1431-001). This would be a non-prime split as over 50% of the lot would be non-prime. Jim Gilbert made a motion to approve the split as presented, second by Kim Miller. All approved. Motion passed.
Item 2: Continued discussion of Town Ordinances Ch. 7:
Have not heard back from WisDOT with additional questions on speed limit changes.
Regarding the ATV ordinance, Ted Mueller spoke with the Glide Four Seasons Club regarding posting the signs indicating that all Town of Concord roads are open as ATV routes. It was specified in the 2021 ATV ordinance that the club would post and maintain the signs. The club has agreed to post the signs but then would like any reference to the club removed from the ATV ordinance. Currently, the ordinance sets maximum ATV speed at 45 mph. That will be changed to set the limit at posted speeds.
Town Ordinance Ch. 9: Chapter 9 was discussed from the beginning through 9.09 (Storage of Junk Regulated). Statute references were updated. Minor changes were made. Section 9.03 (Throwing or Shooting Missiles and Projectiles) was deleted. Further research will be done on sections 9.02 (Sale and Discharge of Fireworks) and 9.06 (Loud and Unnecessary Noise Prohibited).
With no further business, Jim Gilbert made a motion to adjourn, second by Kim Miller. Meeting adjourned at 8:18 p.m.
