TOWN OF CONCORD PLAN COMMISSION MINUTES

March 24, 2026

The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Dave Wegner, Dale Konle, Duwayne Hunt, and Tony Metzger present. 

Sally Williams stated that the meeting had been properly posted.

Tony Metzger made a motion to approve the minutes from the February 25, 2026 meeting, second by Duwayne Hunt. All approved. Motion passed. 

Item 1: Dalton Kramer presented an amended petition to rezone 2.0-acres from A-1 to A-3 to create two 1-acre residential lots at N6580 Highmound Rd. parcel# 006-0716-0843-000. The new petition moves the 2 lots south so that they are not at the intersection of Highmound and Church Rd. Dave Wegner made a motion to recommend approval of the request as presented, second by Dale Konle. All approved. Motion passed.

Item 2: Discussion of Town Ordinances

A number of issues were raised for discussion with the Town Board-

  1. A section should be added to Chapter 7 - Traffic to address seasonal weight limits on town roads.

  2. Use of the Lake Country Municipal Court for citations rather than the Jefferson County Municipal court. There is no charge to the towns. Town would need to adopt an identical ordinance as the other member communities, providing for the operation and maintenance of the court.

  3. Creation of a “penalty sheet” outside of the ordinances to list penalties. Penalties in each ordinance could point to this sheet. In that way, penalties can be updated without changing the ordinance.

  4. Consider having an attorney review ordinances to assist in establishing enforceable penalties and determine how to structure fees.

  5. Is County Shop Road a town road or a county road. Can it withstand heavy loads.

There was brief discussion about pursuing plans for preemptive development along the Concord/ Oconomowoc border or combining with a neighboring village to prevent Oconomowoc annexation. Need Town Board input.

Dale Konle made a motion to adjourn. Second by Tony Metzger, Meeting adjourned at 8:55.
