TOWN OF CONCORD PLAN COMMISSION MINUTES
January 22, 2025
The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, Tony Metzger, and Dave Wegner present.
Sally Williams stated that the meeting had been properly posted.
Jim Gilbert made a motion to approve the minutes from the November 27, 2024 meeting, second by Tony Metzger. All approved. Motion passed.
Item 1: Request by Bill Ingersoll to rezone from A-1 to A-3 to create a 1-acre farm consolidation lot around the house at W1281 Sunnyside Dr. parcel # 006-0716-2733-000. Mr. Ingersoll noted that he will need to reconfigure the lot slightly as the septic for the neighboring lot to the west is on the west lot line of the proposed lot. Jim Gilbert made a motion to approve the 1-acre farm consolidation with minor changes, second by Sally Williams. Motion passed. Mr. Ingersoll was informed that he would need to submit the amended preliminary CSM to the county prior to meeting with the town board.
Item 1: Discussion of Town Ordinances Ch. 12, 13, 14, and 16.
12.02(6) indicating that all licenses expire on June 30 was deleted. Not all licenses in this chapter expire on the same date. Expiration dates are noted in the appropriated sections of the chapter dealing with each type of license.
12.02(13) indicating that all license applications were due by April 15 was deleted. Application deadlines vary by license type and are noted under the appropriate sections.
12.03(5) - wording was added to indicate that under state statutes the town can elect to issue liquor licenses for premises closer than 300’ from a school, hospital, or church.
12.01(4) – Junk Dealer license fee was removed and wording added to indicate that Junk Dealers are licensed by WisDOT.
12.01(6) – Tourist Camp fee was removed and wording added to indicate that Tourist Camps are licensed by DATCP.
12.07 Tourist Camps. – This section was removed and a notation made that Tourist Camps are licensed by DATCP.
12.09 Open Space – Parkland Dedication Fee. The Committee did not know if these fees were still being collected. Need to check with the Town Board.
No changes were made to Chapters 13, 14, and 16.
With no further business Jim Gilbert made a motion to adjourn, second by Tony Metzger. Meeting adjourned at 7:51 p.m.
