TOWN OF CONCORD PLAN COMMISSION MINUTES
February 26, 2025
The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, Tony Metzger, and Dave Wegner present. Town supervisor Kim Herro was also present.
Sally Williams stated that the meeting had been properly posted.
Tony Metzger made a motion to approve the minutes from the January 22, 2025 meeting, second by Jim Gilbert. All approved. Motion passed.
Item 1: Discuss resolution to disapprove petition R4379A-2022 to rezone 7.4 acres from A-1 to A-2 near W1380 County Road B in the Town of Concord Pin 006-0716-1642-001 (previously 006-0716-1642-000).
The Commission developed a draft of a resolution to disapprove petition R4379A-2022 and Jefferson County Ordinance 2024-20 as it relates to petition R4379-2022. The Commission also developed a report recommending that the Town Board pass the resolution. The report outlines the reasons to disapprove the petition as follows: The county did not follow procedures outlined in Wis. Stats. 59.69(5)(e), the rezone does not fit the parameters required in Wis. Stats 91.48, the rezoning is not compatible with the 2009 or 2022 Town of Concord Comprehensive Land Use Plans or the Jefferson County Agricultural Preservation and Land Use Plan, and the rezoning has the potential to impair farming on surrounding parcels. Jim Gilbert made a motion to approve the report and the draft of the resolution, second by Tony Metzger. All approved. Motion passed.
Item 2: Discuss draft of County Solar Ordinance
Sally Williams stated that she thought the ordinance did not go far enough in protecting prime farmland and existing residential development. Jim Gilbert made a motion to table discussion until next month, second by Kim Miller. All approved. Motion passed.
Item 3: Discussion of Town Ordinances Ch. 7 Traffic Code.
Speed limit recommendations from the Road Evaluation/ Tour conducted by the Town Board and the Highway Foreman were incorporated into section 7.02 of Chapter 7. This chapter will be submitted to the Town Board for approval.
With no further business Tony Metzger made a motion to adjourn, second by Jim Gilbert. Meeting adjourned at 8:28 p.m.
