TOWN OF CONCORD PLAN COMMISSION MINUTES
April 23, 2025
The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Tony Metzger, Dave Wegner, and new member Dale Konle present. New member Duwayne Hunt was absent. Town chair Ted Mueller was also present.
Sally Williams stated that the meeting had been properly posted.
Tony Metzger made a motion to approve the minutes from the March 26, 2025 meeting, second by Sally Williams. All approved. Motion passed.
Item 1: Request by Louis & Ellen White for a conditional use permit to allow for a kennel in an A-1 zone for personal dogs at residence located at N7298 County Road F, parcel 006-0716-0311-002. The petitioners have 6 dogs, 2 outdoor dogs which are kept in a fenced in area unless owners are out with them and 4 indoor dogs. Waste is disposed of in garbage. One neighbor was present and had no complaints. Sally Williams made a motion to recommend approval a conditional use permit for 6 personal dogs – 2 outdoor/ 4 indoor. Second by Dale Konle. All approved. Motion passed.
Item 3: Discussion of Town Ordinances Ch. 18 Subdivision and Platting
Section 18.1 Impact Fees was originally passed in 2007. Fees have not been increased since that time. Changes were made to increase the fees for inflation using the Consumer Price Index. There was discussion around the intent of the ordinance for impact fees for “transportation-intensive” non-residential units and for additional buildings constructed for residential or agricultural use. No changes were made to the language at this time but clarification may be needed.
No changes were made to 18.2 Dedication of Town Roads and 18.3 Driveway Ordinance.
Sally Williams made a motion to pass Ch. 18 on to the Town Board for further discussion and with the changes to the impact fees, second by Tony Metzger. All approved. Motion passed.
New Business: Tony Metzger brought up concerns about potential annexation by the City of Oconomowoc. The Plan Commission will work on ideas to address these concerns.
With no further business Sally Williams made a motion to adjourn, second by Dale Konle Meeting adjourned at 8:33 p.m.
