TOWN OF CONCORD PLAN COMMISSION MINUTES

November 28, 2018

 

The meeting was called to order at 7:00 p.m. with Lloyd Zastrow, Jim Gilbert, Sally Williams, Carole Hoffmeister, and Laura Callison present.

The meeting was opened with the Pledge of Allegiance.

Sally Williams stated that the meeting had been properly posted.

Laura Callison made a motion to approve the minutes from the October 24 meeting, second by Jim Gilbert. All approved. Motion passed.

Item 1: Richard Reinders of Concord Wisconsin Properties, LLC, requested review and approval of a preliminary CSM to create a 1.4 acre A-3 lot from parent parcel # 006-0716-1334-005 near the southeast corner of Concord Center Dr. and Willow Glen Rd. The lot is a triangle shape and 1.4 acres seems appropriate for the shape and location of the lot on the parcel. Jim Gilbert made a motion to recommend approval of the proposal as presented. Second by Laura Callison. All approved. Motion passed.

Item 2:         Hal and Scarlet E. Geiger requested approval to rezone a 3.0 acre A-1 parcel to A-2 at N5396 County Rd. P (parcel # 006-0716-3032-003). They are also requesting a conditional use permit to use the rezoned property for a banquet hall/ event facility (Wedding barn). The property has an approximately 7000 sf pole barn built in 2004-2005 and a 1500 sf pre-1970 barn with a 1920 sf addition built in 2004. Mr. Geiger stated that they held 4 weddings/ receptions on the property last summer- 3 in the pole barn, and 1 in the original barn. The largest event hosted ~250 people. He stated that the original barn was a little small for large gatherings and could host ~125-150 people.  They shut the events down by 11:00 pm and felt they had kept the noise to a minimum so as not to disturb neighboring properties. There is enough room for parking on the property. Porta potties would be used for restroom facilities. Events would be catered and alcohol would be served by licensed bartenders.

In September, the Geigers received a letter from the county informing them that someone had alerted the county that they were hosting these events. The county informed them that they would need to rezone to A-2 and request a conditional use permit to hold such events in a pre-1970 barn.

Mr. Geiger indicated that he would like to hold about 7-10 events per year in June - October. He has not talked to the neighboring property owners regarding his proposal. Jefferson County zoning 11.04(f)(7) does allow for a banquet hall or event facility as a conditional use in A-2 zoning in a pre-1970 barn but only if it has not undergone significant alternation or an addition > 25% of the original building. Mr. Geiger’s barn has an addition which has approximately doubled its size. Also, the primary building which the Geigers would use to host banquets is the 2004 pole building. This does not seem to fit the zoning ordinance. Additionally, the Plan Commission would like to know how the neighbors feel about the proposal. Mr. Geiger will send a letter to neighbors apprising them of his proposal. Sally will mail neighbors a copy of the January 23 meeting notice and agenda.

Jim Gilbert made a motion to table the issue to the January 23 meeting pending discussion with the zoning office and the neighbors. Second by Carole Hoffmeister. All approved. Motion passed.

There will be no Plan Commission meeting in December.

With no further business, Jim Gilbert made a motion to adjourn, Second by Laura Callison. All approved.   Meeting was adjourned.
