The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Erick Frommgen, Lloyd Zastrow, Jim Zastrow and Brian Neumann present.  Bill led the assembly in the Pledge of Allegiance

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Lloyd Zastrow and seconded by Erick Frommgen to accept the agenda as presented.   Affirmative: BI, LZ, EF            Opposed: None        Motion Carried

Brian Neumann read the minutes from the October board meeting. There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to accept the minutes as read.  Affirmative: BI, LZ, EF        Opposed: None          Motion Carried

There was a motion by Bill Ingersoll and seconded by Erick Frommgen to approve Dennis Stair, W2336 Bakertown Dr, a preliminary CSM to create a 1 acre A-3 lot from a 24 acre A-1 parent parcel (# 006-0716-3024-000). As well as approval to create a 4.0 acre A-3 lot surrounding an existing home and barn from the same A-1 parcel. Affirmative: BI, LZ, EF        Opposed: None         Motion Carried

There was a motion by Lloyd Zastrow and seconded by Erick Frommgen to approve Torry and Roxanne Butler, N6367 County Road E, the modification of their conditional use permit to add a canopy and an enclosed storage addition to their existing shed.   Affirmative: BI, LZ, EF       Opposed: None         Motion Carried

Jim Zastrow stated from his written report that there is a balance of $430.71 in the General Fund, $84,789.58 in the Money Market Account and $6,446.56 in the Equipment Fund CD.  There was a motion by Bill Ingersoll and seconded by Erick Frommgen to accept the Treasurer’s report as read.            Affirmative: BI, LZ, EF     Opposed: None     Motion Carried

There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to pay the bills as presented.       Affirmative: BI, LZ, EF        Opposed: None         Motion Carried

Chief Bowen from the Great Lakes Fire Department provided his written report.

After some general discussion, there was a motion by Bill Ingersoll and seconded by Erick Frommgen to approve the following for use under the Town’s ATV Ordinance: Pioneer Road, Sunnyside Road, Rocky Lane, Hillside, Highmound, Bakertown, Church Drive, Concord Center Drive.  Affirmative: BI, LZ, EF       Opposed: None         Motion Carried

There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to approve the bid from Vanguard Computers leveraging the State of WI contract to purchase new computers for the treasurer and the clerk.       Affirmative: BI, LZ, EF Opposed: None         Motion Carried

Cindy Arbiture from the Concord Historical Society provided a check to the Town of Concord for $400 to put towards utilities for our Old Town Hall. Cindy also announced plans to host a school reunion in conjunction with opening the time capsule this April.
