The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Lloyd Zastrow, Jim Zastrow and Brian Neumann present.  Bill led the assembly in the Pledge of Allegiance.

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to accept the agenda as presented.   Affirmative: BI, LZ      Opposed: None        Motion Carried

Brian Neumann read the minutes from the August board meeting. There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to accept the minutes as read.  Affirmative: BI, LZ        Opposed: None      Motion Carried

Jim Zastrow stated from his written report that there is a balance of $2,290.10 in the General Fund, $68,489.02 in the Money Market Account and $6,445.56 in the Equipment Fund CD.  There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to accept the Treasurer’s report as read.            Affirmative: BI, LZ     Opposed: None     Motion Carried

There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to pay the bills as presented.  Affirmative: BI, LZ              Opposed: None         Motion Carried

After reviewing the bids, there was general discussion by the board as to how to proceed with the community center north side repair.  There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to approve the bid by Gary Leverenz to replace soffit/siding on north side of Community Center as well as replace windows in the 2 west rooms for a cost not to exceed $20,000.     Affirmative: BI, LZ          Opposed: None         Motion Carried

After some general discussion by the board, for safety reasons, there was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to reduce the speed limit on Inlynd Drive from 45 MPH to 35 MPH.             Affirmative: BI, LZ          Opposed: None         Motion Carried

There was some general discussion around the ATV/UTV approved routes.  Per the ordinance that Town has passed, the routes must be approved by the board first, then properly signed, then approved by the board that the roads are ready for ATV/UTV traffic. The board will post and discuss next month the routes to be approved to get things started.

There was a motion made by Bill Ingersoll and seconded by Lloyd Zastrow to set the October monthly board meeting as Oct 7th at 7 PM since the board will be at the Town’s Convention on October 14th.           Affirmative: BI, LZ           Opposed: None        Motion Carried

The board set Monday, October 21st at 6:30 PM as the budget planning meeting. The board then set Monday, November 11th as the budget hearing meeting at 6:30 PM prior to the monthly board meeting.

With no further business, a motion to adjourn was made by Lloyd Zastrow and seconded by Bill Ingersoll.               Affirmative: BI, LZ          Opposed: None        Motion Carried
