The regular monthly meeting of the Town of Concord was called to order by Ted Mueller, Chairman, with Lloyd Zastrow, Kim Herro, and Jim Zastrow present. Clerk Brian Neumann was absent. Sally Williams took the minutes for the meeting. Ted led the assembly in the Pledge of Allegiance.

Ted Mueller certified that the meeting had been properly posted. There was a motion by Kim Herro and seconded by Lloyd Zastrow to accept the agenda as presented.    Affirmative: TM, LZ, KH        Opposed: None           Motion Carried

Sally Williams read the minutes from the October Board Meeting.  There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the minutes.          Affirmative: TM, LZ, KH Opposed: None   Motion Carried

The Board reviewed the changes presented by the Plan Commission to Chapters 1, 2, and 3 of the town ordinances. There was a motion by Ted Mueller and seconded by Kim Herro to accept the changes as presented. Affirmative: TM, LZ, KH   Opposed: None           Motion Carried

Note these chapters are still in the draft stage and may require further amendment.

Jim Zastrow read from his written report that there is a balance of $10,799.12 in the General Fund, $163,166.18 in the Money Market Account, $20,638.25 in the Equipment Fund, and $16,009.67 in the Highway Reserve. There was a motion by Lloyd Zastrow and seconded by Kim Herro to accept the Treasurer’s Report as read.     Affirmative: TM, LZ, KH        Opposed: None           Motion Carried

There was a motion by Ted Mueller and seconded by Kim Herro to pay the bills presented.                Affirmative: TM, LZ, KH            Opposed: None       Motion Carried

There was discussion about parking along Inlynd Dr. People are parking on both sides of the road to walk to DNR lands. As the road is very narrow, this results in blockage of the roadway to larger vehicles. The sheriff’s department said they will not enforce the current signs. There was a motion by Ted Mueller and seconded by Kim Herro to repost no parking signs on Inlynd Dr. to ensure emergency vehicle access to the residents.     Affirmative: TM, LZ, KH        Opposed: None           Motion Carried

The board discussed the proposed amendment to the Jefferson County Zoning Ordinance and County Comprehensive Plan to allow for redivision of A-3 lots created prior to February 8, 2000. There was a motion by Lloyd Zastrow to approve the amendment and no second. Motion failed. There was a motion by Ted Mueller and seconded by Kim Herro to deny the proposed amendment. Affirmative: TM, KH      Opposed: LZ             Motion Carried

Road Inspections were set for Monday, Nov. 27, at 9 a.m.

The date for the Budget Hearing was set for Wednesday, November 29, at 7 p.m.

With no further business, a motion to adjourn was made at 8:03 p.m. by Ted Mueller and seconded by Lloyd Zastrow.  Affirmative: TM, LZ, KH    Opposed: None           Motion Carried
