The 2022 budget planning meeting of the Town of Concord was called to order by Dale Konle, Chairman with Bill Ingersoll, Lloyd Zastrow, Jim Zastrow and Brian Neumann present.  Dale led the assembly in the Pledge of Allegiance.

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Bill Ingersoll and seconded by Dale Konle to accept the agenda as presented.                  Affirmative: DK, BI, LZ             Opposed: None        Motion Carried

There was a motion by Bill Ingersoll and seconded by Dale Konle to hire two new town highway employees, Brandon Wieczorek and Nathan Kokley, and pay them an hourly rate of $25 for all services performed including snowplowing.        Affirmative: DK, BI, LZ           Opposed: None         Motion Carried

There was a motion by Bill Ingersoll and seconded by Dale Konle to adopt Resolution 11.17.2021.1:

Whereas, the Town Highway employees want a consistent and predictable pay schedule.

Whereas, the WI Statues under § 60.44(2) that provides an expedited process for paying all or select types of bills.

Now, Therefore be it further resolved, that the town will pay the highway employees on the 3rd and the 18th of each month and

Now, Therefore be it further resolved, that the town chairman will approve and electronically send highway timesheets to the clerk by the 1st and the 16th of each month and

Now, Therefore be it further resolved, that the town clerk will use these timesheet as approval to pay the highway employees via direct deposit and

Now, Therefore be it further resolved, that the clerk will report the payments to the town board at the next town board meeting.   Affirmative: DK, BI, LZ           Opposed: None         Motion Carried

There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to adopt Resolution 11.17.2021.2:

Whereas, the increasing costs of Fire and EMS services to our town our increasing at a rate greater than our allowable tax levy increase of approximately 2%.

Whereas, these increasing Fire & EMS costs are putting budget constraints on the Town Board that limit their ability to provide the proper services for our taxpayers in our community.

Now, therefore be it further resolved that the board approves to increase the tax levy by $20,000 above the allowable limit to a total levy increase of $26,810.   Affirmative: DK, BI, LZ           Opposed: None         Motion Carried

There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to give a Holiday & Sunday Pay  Premium of $5 per hour for snow plowing to include the following holidays: Christmas Eve, Christmas Day, New Year’s Evening, New Year’s Day and Thanksgiving.     Affirmative: DK, BI, LZ           Opposed: None         Motion Carried

The Town Board set December 6th at 6 PM as the budget hearing date to allow the required 15 days of posting before action can be taken by the Town of Concord.

With no further business, a motion to adjourn was made by Dale Konle and seconded by Lloyd Zastrow.             Affirmative: DK, BI, LZ             Opposed: None        Motion Carried
