The regular monthly meeting of the Town of Concord was called to order by Dale Konle, Chairman, with Lloyd Zastrow, Bill Ingersoll, Brian Neumann and Jim Zastrow present. Dale led the assembly in the Pledge of Allegiance.

Brian Neumann certified that the meeting had been properly posted. There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to accept the agenda as presented.                   Affirmative: DK, LZ, BI          Opposed: None           Motion Carried

Brian Neumann read the minutes from the regular January Board meeting.  There was a motion by Lloyd Zastrow and seconded by Dale Konle to accept the minutes as read.            Affirmative: DK, LZ, BI         Opposed: None            Motion Carried

There was a motion by Bill Ingersoll and second by Lloyd Zastrow to accept the request by Matthew and Keara Harris for a variance to build a new garage and to rebuild a single-family home on the existing foundation which do not meet the required road and side yard setbacks at W1198 Concord Center Dr. pin #006-0716-1532-003.   Affirmative: DK, LZ  , BI     Opposed: None    Motion Carried

Jim Zastrow read from his written January 2023 Reconciliation Report that there is a balance of $-474,300.47 in the General Fund, $1,832,664.83 in the Money Market Account, $20,432.58 in the Equipment Fund, and $15,850.13 in the Highway Reserve. There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to accept the Treasurer’s Report as read.      Affirmative: DK, LZ, BI          Opposed: None           Motion Carried

There was a motion by Bill Ingersoll and seconded by Dale Konle to pay the bills presented by Brian Neumann, Clerk.   Affirmative: DK, LZ, BI    Opposed: None           Motion Carried

Kevin Meyer addressed the board regarding an incident on Willow Glen. Kevin hit a pothole that caused a flat tire on his vehicle. He is asking the board to cover the cost of the tire and the tow truck expenses. The board stated that would look into the incident. Brian Neumann stated he would reach out to Rural Mutual our insurance carrier to see if we have any coverage.

The Town Board worked with the audience to set a date for a candidates’ forum for those that will be on the April ballot. The Date is set for March 13th immediately following the monthly Town Board meeting.
