Town Board Minutes (February 6, 2017)

The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Lloyd Zastrow, Ted Mueller, Jim Zastrow and Brian Neumann present.  Bill led the assembly in the Pledge of Allegiance.

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Ted Mueller and seconded by Bill Ingersoll to accept the agenda as presented. Affirmative: BI, LZ, TM        Opposed: None           Motion Carried

Brian Neumann read the minutes from the January board meeting. There was a motion by Lloyd Zastrow and seconded by Ted Mueller to accept the minutes as read.  Affirmative: BI, LZ, TM     Opposed: None    Motion Carried

Lloyd Zastrow, Plan Committee Chair, gave an update from the plan committee. There was no meeting for the month of January.

Jim Zastrow stated in his treasures report that there is a balance of $301.43 in the General Fund, $1,265,519.97 in the Money Market Account and $18,259.30 in the Equipment Fund CD.  There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the Treasurer’s report as read.  Affirmative: BI, LZ, TM      Opposed: None      Motion Carried

There was a motion by Ted Mueller and seconded by Lloyd Zastrow to pay the bills as presented.  Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

There was general discussion around a new mower for the town. The board discussed placing an ad to get bids and making a future purchase decision. Specifications we guided to: a commercial grade, 60-62” zero turn Mower. Engine would be at least a 25 HP liquid cooled engine. We are seeking at least a 2 year warranty.

There was general discussion on Dan Berg’s request for a culvert along West River Road. Bill Ingersoll stated he will inspect. The board is ok with the decision as long as it is determine it is safe.

A motion was made by Ted Mueller and seconded by Lloyd Zastrow to have Schaffer’s remove our Iron Curtain and replace with a water softener at the Old Town Hall.  We will rent for 6 months and purchase after trial rental period if it meets our expectations.  Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

A motion was made by Ted Mueller and seconded by Lloyd Zastrow to purchase two new toilets for the Old Town Hall.  Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

With no further business, a motion to adjourn was made by Bill Ingersoll and seconded by Lloyd Zastrow.             Affirmative: BI, LZ, TM          Opposed: None        Motion Carried
