Town Board Minutes (May 9, 2016)

The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Lloyd Zastrow, Ted Mueller, Jim Zastrow and Brian Neumann present.  Bill led the assembly in the Pledge of Allegiance.

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the agenda as presented. Affirmative: BI, LZ, TM      Opposed: None       Motion Carried

There was a motion made by Bill Ingersoll and seconded by Lloyd Zastrow to allow Coaches Patrick Smith and Brian Statz and their Lady Yellow Jackets Softball team to use our field and pay for the enhancements of removing the grass infield.  Affirmative: BI, LZ, TM      Opposed: None        Motion Carried

Brian Neumann read the amended minutes from the March board meeting and the minutes from the April board meeting. There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to accept the minutes as read.  Affirmative: BI, LZ, TM     Opposed: None    Motion Carried

Lloyd Zastrow, Plan Committee Chair, gave an update from the plan committee. There was a motion made by Ted Mueller and seconded by Lloyd Zastrow to approve the Donald and Bonnie Lott request for a CSM for rezoning a 93 acre parcel (N5983 Hillside Drive) to create the following: 5 acre farm consolidation, (2) 2 Acre A-3 Lots, (1) 1.5 Acre A-2 Lott for Bee-Keeping, a 37.5 acre A-1 parcel, and a 39 Acre A-1 Parcel. Affirmative: BI, LZ, TM      Opposed: None        Motion Carried

Jim Zastrow stated in his treasures report that there is a balance of $206.16 in the General Fund, $269,857.67 in the Money Market Account and $12,149.51 in the Equipment Fund CD.  There was a motion by Ted Mueller and seconded by Lloyd Zastrow to accept the Treasurer’s report as read.  Affirmative: BI, LZ, TM      Opposed: None        Motion Carried

There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to pay the bills as presented.  Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

Brian Neumann stated that we received a $50 donation from Sustain Jefferson County for allowing them to use our Community Center for their event. The Concord Seniors also donated 100 blankets to the Watertown Humane Society.

There was a motion made by Bill Ingersoll and seconded by Lloyd Zastrow to treat the Ash Trees in the Concord Park. Affirmative: BI, LZ          Opposed: TM        Motion Carried

A motion was made by Bill Ingersoll and seconded by Ted Mueller to apply for a loan through the Board of Public Lands to pay for our snow plow truck at a lower interest rate than the loan we received in November 2015. Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

Mark Gross addressed the board on his disagreement of the Right Away Ordinance ruling on the Mueller property. He was also concerned about the different road bike groups riding through our Town. Mark felt like they were not respecting our property. The Board will make sure that all groups that give us a heads up we ask for them to remind their bikers that this is a residential community.

A motion was made by Lloyd Zastrow and seconded by Bill Ingersoll to pull the shrubs out of the front of our Concord Community Center and replace with new shrubs, landscape fabric and new boxwood shrubs.  Affirmative: BI, LZ          Opposed: TM        Motion Carried

With no further business, a motion to adjourn was made by Bill Ingersoll and seconded by Lloyd Zastrow.             Affirmative: BI, LZ, TM          Opposed: None        Motion Carried
