Town Board Minutes (December 14, 2015)

Minutes from the December 14 Monthly Board Meeting.

Town of Concord                                                                                                         December 14th, 2015

The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Lloyd Zastrow, Ted Mueller and Brian Neumann present.  Bill led the assembly in the Pledge of Allegiance.

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Lloyd Zastrow and seconded by Bill Ingersoll to accept the agenda as presented.  Affirmative: BI, LZ, TM      Opposed: None      Motion Carried

Deputy Riesen from the Jefferson County Sheriff’s Department was in attendance. He asked the Board and the residents if there were any concerns. The only item that was brought forth was speeding on Willow Glen Road.

Brian Neumann read the minutes from the November board meeting. There was a motion by Ted Mueller and seconded by Bill Ingersoll to accept the minutes as read.  Affirmative: BI, LZ, TM     Opposed: None    Motion Carried

Brian Neumann read the minutes from the November special budget hearing meetings. There was a motion by Lloyd Zastrow and seconded by Ted Mueller to accept the minutes as read.  Affirmative: BI, LZ, TM     Opposed: None      Motion Carried

Lloyd Zastrow, Plan Committee Chair, gave an update from the plan committee. There was no meeting for the month of November.

Brian Neumann read the treasures report for Jim Zastrow. The treasures report stated that there is a balance of $721.52 in the General Fund, $243,611.81 in the Money Market Account and $19,044.56 in the Equipment Fund CD.  There was a motion by Lloyd Zastrow and seconded by Ted Mueller to accept the Treasurer’s report as read.  Affirmative: BI, LZ, TM        Opposed: None        Motion Carried

There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to pay the bills as presented. Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

Brad, Dousman Fire Chief, presented to the Board the current call report. Brad also mentioned they are working on an adopt-a-family for the Christmas Holiday to give presents and meals to. Right now they have adopted 6 families. 

A motion was made by Bill Ingersoll and seconded by Ted Mueller to accept the temporary server’s license format given to us from the attorney at the Wisconsin Town’s Association. Affirmative: BI, LZ, TM       Opposed: None       Motion Carried

A motion was made by Bill Ingersoll and seconded by Lloyd Zastrow to accept the same language and resign a 1 year contract with the Sullivan Fire Department. Affirmative: BI, LZ, TM       Opposed: None       Motion Carried

A motion was made by Bill Ingersoll and seconded by Ted Mueller to accept the same language and sign a 1 year contract with the Ixonia Fire and EMS. Affirmative: BI, LZ, TM       Opposed: None       Motion Carried

A motion was made by Bill Ingersoll and seconded by Lloyd Zastrow to have the town take over the maintenance of the Norwegian Lutheran Cemetery. Affirmative: BI, LZ, TM       Opposed: None       Motion Carried

A motion was made by Bill Ingersoll and seconded by Lloyd Zastrow to donate the requested $430 to Jefferson County Clean Sweep. Affirmative: BI, LZ, TM       Opposed: None       Motion Carried

The Board announced that we will be meeting on December 30th at 7 PM for the annual Book Closing Meeting at the Concord Community Center.

With no further business, a motion to adjourn was made by Ted Mueller and seconded by Lloyd Zastrow.             Affirmative: LZ, TM          Opposed: None        Motion Carried
