Town Board Minutes (October 11, 2015)

The regular monthly meeting of the Town of Concord was called to order by Chairman Bill Ingersoll with Ted Mueller, Lloyd Zastrow, Brian Neumann and Jim Zastrow present.  Bill led the assembly in the Pledge of Allegiance.

Brian Neumann, Clerk, certified that the meeting had been properly posted. There was a motion by Lloyd Zastrow and seconded by Ted Mueller to accept the agenda as presented.  Affirmative: BI, LZ, TM      Opposed: None      Motion Carried

 

Brian Neumann read the minutes from the September board meeting. There was a motion by Bill Ingersoll and seconded by Lloyd Zastrow to accept the minutes as read.  Affirmative: BI, LZ, TM     Opposed: None    Motion Carried

The Concord Seniors presented the Town Board with a check for $1,800 to help offset the cost of the new windows that were being replaced at the Concord Community Center.

Lloyd Zastrow, Plan Committee Chair, gave an update from the plan committee. There was no meeting for the month of September.

Jim Zastrow, Treasurer, stated in his report that there is a balance of -$1,664.92 in the General Fund, $287,142.15 in the Money Market Account and $19,041.37 in the Equipment Fund CD.  There was a motion by Ted Mueller and seconded by Bill Ingersoll to accept the Treasurer’s report as read.  Affirmative: BI, LZ, TM        Opposed: None        Motion Carried

There was a motion by Bill Ingersoll and seconded by Ted Mueller to pay the bills as presented.

The Park and Planning Commission presented its New Right of Way Ordinance with the change in cultivation section from the September meeting. A motion was made by Bill Ingersoll and seconded by Ted Mueller to accept and adapt the Right of Way Ordinance. Affirmative: BI, LZ, TM          Opposed: None         Motion Carried

A motion was made by Bill Ingersoll and seconded by Lloyd Zastrow to lease a snow plow truck for $1,000 a month for 60 days. Affirmative: BI, LZ       Opposed: TM       Motion Carried

Mark, the Sullivan Fire Chief gave a quick update. The Sullivan Fire Department is celebrating its 100 year anniversary with an open house this Saturday from 3-6 PM. Everyone from the Town is invited.

A motion was made by Bill Ingersoll and seconded by Lloyd Zastrow to have Winkelman Construction create a 9 ft x 25 ft long concreate section by the back gymnasium door to prevent water runoff into the gym. Affirmative: BI, LZ, TM          Opposed: None        Motion Carried

Brad, the Dousman Fire Chief gave a quick update on their recruitment plan, call report and the rehab trailer receiving a new generator. 

Marian Speerless addressed the board on her concerns about the Concord Street Dance.  She felt with the dance happening on the street in front of her house, her privacy was being invaded. She would ask that if the dance happens again next year, we consider having it in the park instead.

With no further business, a motion to adjourn was made by Bill Ingersoll and seconded by Lloyd Zastrow.             Affirmative: BI, LZ, TM          Opposed: None        Motion Carried
